The main purpose of this project is to establish “Performance Evaluation Guidelines for Refuse Incineration Plants” and it provides reference of implement existing equipment status and performance evaluation for refuse incineration plants. In addition to the life-extension experience of refuse incineration plants overseas, research and analyse its executive purposes, strategies, methods and funds, the project team carried out the guideline according to the domestic operation experience. The guideline includes the operation time and object, working progress, equipment status, performance evaluation, establishment/evaluation/selection of life extension, etc. Furthermore, the project team analyzed the contract details and its operation function test guidelines which are associated with the refuse incineration plants life-extension. The team also integrated the right and obligation of the contracts both operating company of 16 operate-transfer and 2 private-own-operate (BOT) refuse incineration plants, and the further influences of life extension on the contract. The project included the transfer interface and time seamless between government and operating company. On the other hand, “Government Procurement Act” is the only option for refuse incineration plant of Public-Own-Operate; however, refuse incineration plant of operate-transfer and private-own-operate (BOT) are able to apply in ROT or OT of “Act for Promotion of Private Participation in Infrastructure Projects”. Finally, the potential impact and strategy analysis issues have been taken into the discussion of the life extension project on 24 refuse incineration plants in Taiwan such as current operating conditions of refuse incineration plants, potential impact simulation analysis of life-extension project, assumption for planets arrangment, waste allocation and cooperation between each district and etc. Moreover, the project team collected life extension institutions and cases of Japan refuse incineration plants, European waste-to-energy cases, and the latest worldwide waste disposal technical references. All of the above are available to provide the local government to implement update, renew or extend the life of the existing equipment of refuse incineration plant.
